Phillip Collum was not just a leader; he was a beacon of inspiration whose compassion extended beyond borders. As the Assistant Chief of Police for the Chula Vista Police Department and the esteemed Chairman of the Board at Missiongathering Christian Church, Phillip's impact resonated deeply within his community. Yet, it was his unwavering commitment to the abandoned and orphaned children of Baja California that truly set him apart.


Alongside his devoted husband, William Lopez, Phillip dedicated over a decade of his life to the Corazon de Vida Foundation, a testament to his boundless empathy and tireless dedication. His monthly visits to the Los Angelitos orphanage in Tijuana forged profound connections with the children at the home, shaping futures with every interaction.


In tribute to his legacy, the Phillip Alonzo Collum Scholarship Fund has been established. This fund aims to uplift the aspirations of those whom Phillip personally nurtured, mentored, and loved over the years. By providing university tuition, we endeavor to honor Phillip's spirit of compassion and empower the next generation to reach for the stars.

More about Corazon de Vida Foundation


For the past 30 years, Corazon de Vida Foundation has been providing assistance to what is now over 500 children living in 10 Baja California orphanages through consistent monthly funding to cover the basic survival needs of the children; food, shelter, water and utilities.  Corazon de Vida also provides funding for facility improvements, and new construction projects as well as providing for medical, dental, and psychological services.  


The foundation places a strong emphasis on education, by providing scholarships for university tuition as well as financial support for supplies and housing for the teens who age out of the orphanage system.  It’s mission is to end child abandonment by breaking the vicious cycle of poverty.
